essentially they are just blowing air at you, the room you are in could be hot but when you put a fan near you you get cooler, why? aren't they just blowing air at you that is the same temperature as the rest of the room? or

Yes, they are just moving room temperature air around.
They cool by evaporating perspiration from your skin. When water evaporates it cools down a lot, due to the heat of vaporization of water. The moving air increases the evaporation, which increases the cooling.
