Given the liquid, use the graduate. However, if you need a specific volume measured out, a volumetric flask of the proper volume (if you have one for that volume) is ideal and much more accurate. On a smaller scale, the same holds true of pipettes (graduated or volumetric).

Graduated cylinder. Some small ones are calibrated to 1/10 ml. EDIT: A volumetric flask is usually in some even multiple of ml or liter: 1 ml, 10 ml, 100 ml, 1 liter, etc. The most accurate for an even volume like that. Anything in between, you need a graduate.

A graduated cylinder will be more accurate because it is designed to be so, with closely-spaced markings.
