'Valence' indicates the combining ability (or power) that an Element has that enables it to form molecules of other substances. It refers to the number of valence (combining) electrons available in the outer energy shell of an atom.

Valency Electrons 'Live' in this outer shell and orbit the nucleus of the atom.

Valency refers to the number of electrons in the outer electron shell. Each shell wants a certain number of electrons in it to 'complete' the shell. The valence electrons are ones that can be shared between atoms to complete the shells and form the chemical bonds between atoms.
