The vast majority of biotech jobs are located in the Boston and San Francisco areas. Beyond that, there are a few other, smaller concentrations, like Research Triangle in North Carolina or the biotech corridor in Maryland, and a few individual companies scattered around randomly.

Of course, any decent-sized university will have some amount of biological research going on, and there are always medical labs associated with hospitals and the like.

It's hard to beat San Diego. Lots of biotech, lots of hi-tech industry, great university and good colleges, fantastic climate.

In a house. Preferably close to your job. Or (if you are a student) close to the University campus. But not so close that your work/academic life and social life become indistinguishable.
