It's like a turkey baster but smaller. For example: If I was doing a chemistry experiment, and needed to measure water up to 100mL, but don't have it quite there, I can take the mini "turkey baster" and either add or remove a drop from the graduated cylinder or something of that nature.

the description you give sounds much like an "eye dropper" and this is its name.
